The Bharatiya Janata Party (BJP) had been struggling to make a political mark in Tamil Nadu for years. However, Tamil Nadu was not as receptive as several northern and western states where the party established strong political organizations and charismatic regional leaders, and the party’s political message was not able to resonate here. Then came K. Annamalai, a former IPS officer, who aggressively campaigned, got media attention and was able to dominate political discourse, catapulting the BJP’s face in the state.
But not so in Tamil Nadu BJP today, however. As Annamalai moves away from leadership and speculation has swirled that he is further drifting out of the fold, a bigger question arises: Was BJP’s success in Tamil Nadu based on a viable political strategy or was it more about a single personality?
The Annamalai Effect
Annamalai was leader of Tamil Nadu BJP, which was harassed as a fringe party in the state dominated by Dravidian politics. When he came in, it changed the direction of the conversation. He achieved this by conducting statewide yatras, media presence, and targeting the ruling DMK directly
This change was reflected in the numbers. BJP captured approximately 3.6 percent of the votes in the 2019 Lok Sabha election in Tamil Nadu. It has jumped beyond 11 per cent by the 2024 Lok Sabha election, though it has not won any seats. The BJP also became a prominent third force in some constituencies.
This was an indication of BJP’s entry into a state where it was politically unapproachable for BJP supporters. Critics, however, felt that the expansion was overemphasized on the personal level as compared to one of organization. Tamil Nadu was and still is unique in India. Language, regional pride, social justice campaigns, and federal rights are strongly linked to political identity. National political parties have not been able to assert a strong presence in the state since the emergence of the Dravidian movement in the 1960s.
In Tamil Nadu, where issues of language rights and state autonomy, opposition to perceived centralization, and others are potent political considerations, the BJP’s traditional political themes can often resonate well in the north.
This poses a structural problem. Any party who wishes to win in Tamil nadu, it has to adjust or else be perceived as an outsider. To fill the vacuum, Annamalai made himself a leader of the Tamils and a representative of the BJP. It’s unclear if the party will be able to keep that balance without him.
The Shift to Nainar Nagendran
It was in April, 2025, when BJP appointed Nainar Nagendran to replace Annamalai as state president. It was important as it coincided with the resurgence of the BJP-AIADMK partnership before key elections in the near future. With his political background and ties to the AIADMK, Nagendran was a natural for alliance management. But, the leadership change left a strategic impasse.
Annamalai represented expansion. He wanted to establish BJP as a party which would compete with both AIADMK and DMK. Nagendran’s reinstatement represented a move towards coalition politics and indicated that the BJP might focus more on alliance calculations than on building independent strength.
As such, it poses a difficult question to BJP strategists, how can a party grow into a major player in Tamil Nadu without relying on regional partners?
The BJP was not a party but a personality!
It is one of the most frequent complaints voiced by political commentators that Annamalai made an impact than built an organization. In the debates of politically active Tamil Nadu communities, one of the main topics was whether the BJP’s success was institution building or more of a personal appeal.
This distinction matters.
Political party leadership turnovers are possible only when they have robust networks at the district level, leadership succession, base-level cadres, and an ideology that resonates with voters. It is the kind of organization that has been established for decades by Tamil Nadu’s big Dravidian parties.
The problem the BJP faced was that many voters equated the party’s state presence with one person. A reduction in public attention, volunteer activity and media relevance following a party change of leadership would imply that the growth in the party had not been as stable as the headlines suggest.
The Federalism Question
Increase in federalism in Tamil Nadu politics is another hurdle for BJP. The concerns like the three-language formula, fiscal devolution, NEET, delimitation of powers in the Parliament etc have reinforced the arguments for safeguarding of state rights. Often these debates will exacerbate the political dichotomy between North and South.
Regional parties have managed to establish themselves as champions of the Tamil cause, which is at odds with the central government’s decision-making process. If BJP is unable to build leaders, who can present a mainstream national perspective with a distinctly Tamil political agenda, it will find it difficult to dispel these perceptions.
Annamalai’s interest in a more regionally oriented platform for politics underlines the importance of this challenge. Any future political project that could be linked to him is said to be looking to fuse the Tamil identity with a national perspective, not opposing one with the other.
The Road Ahead
Whether the BJP could move from a leader-centric approach to an institution-centric approach will be crucial for the party in Tamil Nadu.
The first is the ability to have several leaders at the state level rather than one. The second is to strengthen grassroots organization, which can withstand electoral crises. The third is to develop an indigenous political discourse for Tamil Nadu that takes care of local concerns but does not seem alien to the regional sentiment.
The growth in the party’s vote-share is proof of the room for development. But getting elected is more than being seen. It takes trust, organisation and cultural congruence.
The absence of Annamalai could thus turn out to be one of the biggest hurdles for the BJP’s operations in the state. The party will show that its growth was structural if it continues to grow. A failure to build momentum can lead to a counter-accusation from the critics that the BJP has created a ‘movement’ around a personality and not a viable political platform.
If the party does not have a long-term presence in the state, the answer to that question could shape its future over the next 10 years in the state.
