April 18, 2026: BJP failed to pass its Constitution (131st Amendment) Bill on linking women’s quota with delimitation in Lok Sabha.

  • Vote: 298 – 230
  • Needed: 352
  • Shortfall of 54 votes.

No this is not failure in lawmaking; this is unveiling of conspiracy. Samajwadi Party Chief Akhilesh Yadav: “What BJP tried to achieve by means of empowerment was nothing but an exercise in dividing the nation through weaponization of women’s rights for moral cover for North-South hegemony.”

The Three-Year Trap

The Promise of 2023

September 19-21, 2023: BJP enacted the Nari Shakti Vandan Adhiniyam providing for 33% women’s reservation in Lok Sabha & State Assemblies.

Lok Sabha vote: 454-2

Rajya Sabha vote: 214-0 Unanimity nearly complete. Near-unanimous.

Near unanimous. Media celebrated… Women cheered.

Amit Shah promised September 20, 2023: “Census and delimitation right after 2024 elections. “imitation right after 2024 elections.”

That was lie #1.

2024-2025: Waiting

2024: No census

2025: Still waiting

First half of 2026: Silence

2023 Act remained a dead letter-a legally passed bill ratified by the President on September 28, 2023, but never enforced.

For women who asked “When?”: “Only after delimitation.”

April 2026: The Trap

April 16-18: BJP held a special meeting-the Tamil Nadu election was on -and discussed the Constitution (131st Amendment) Bill.

What did it propose?

  • Lok Sabha: 543 → 850
  • Women’s reservation in new enlarged legislature
  • Delimitation to be conducted as per 2011 census
  • Connect all elements as one package

Interpretation: Want a women’s reservation? Then accept delimitation.

Want equality? Then give up Southern Indian political clout.

850 Lok Sabha Constituencies from Census 2011:

North Gains:

  • UP: 80 → 143 (+63) Bihar: 40→79 (+39)
  • MP: 29→ 48 (+19)
  • Total: 138 seats

Proportionate Loss for the South:

  • Present: 129 out of 543 (23.76%) Future: 164 out of 850 (19.3%)
  • Percentage Loss: 4.5% points or 38 seats of power

Women’s Reservation Mathematics:

33% of 850 = 281 female MPs

Geographical Distribution:

  • UP, Bihar, MP, Rajasthan: -120 female MPs
  • South India: -55 female MPs

BJP’s stronghold receives 120 female MPs while South receives

Why Did the Opposition Reject?

Priyanka Gandhi: “It is a larger conspiracy to be in power forever.”

Rahul Gandhi: “An assault on the Constitution that seeks to change the electoral structure.”

The objection was not against women’s reservations. It was about BJP’s cynical manipulation.

Opposition’s Requirements:

“Implementing 2023 Act immediately WITHOUT delimitation.”

It can be done. The 2023 Act has already passed. Reservation works within 543 members.

  • 543 ÷ 3 = 181 seats for women
  • Census not required
  • Delimitation not required
  • Conquest of South India not required

Why BJP Said No:

Because women’s reservations were not their target. Delimitation was.

June Maliah of TMC: “Opposition offered 50 percent quota but objected to link with delimitation.”

BJP said no. Why? Because 50 percent women in 543 cannot give them more Hindi heartland.

Timeline Reveals the Truth

  • September 2023: Pass Women’s Reservation Bill-on condition that after “census and delimitation”
  • 2024-2025: Delay census indefinitely
  • April 2026: Tie delimitation to women’s reservation bill
  • Opposition: Untie the two
  • BJP: No-either both or neither
  • Outcome: Bill fails, women’s reservation postponed

Priyanka Gandhi: “They wanted to give the impression that the bill did not pass despite efforts on their part.”

Propaganda Script

  • Step 1: Emotional appeal (Nari Shakti Vandan Adhiniyam)
  • Step 2: Build consensus (near unanimous passage)
  • Step 3: Postpone implementation (census, delimitation)
  • Step 4: Attach poison pill (tie to delimitation)
  • Step 5: Blame opposition for rejection It’s not governance; it’s gaslighting.

Who Really Benefits?

Not Women, Generally:

If it’s about women, pass 2023 Act in 543 seats without delay.

Not Women in South India:

Less seats even though higher literacy rate, lower fertility, superior gender ratio.

BJP’s Electoral Strategy:

  • Expand Hindi belt
  • Field women MPs in BJP bastions
  • Hide behind “empowerment” as irrefutable defense
  • Secure a permanent majority.

Defeat That Revealed the Scam

Vote: 298-230. BJP failed to get even a simple majority leave alone two- thirds. Even its allies were against it.

Reasons: Everybody knew what it actually was. CPI’s P Sandosh Kumar: “It’s an attempt to undermine federalism.” TMC’s Derek O’Brien: This defeat is the “beginning of the end.” Akhilesh Yadav: “Party which has not given rights to women in itself, how can you give 33% to women of this country?”

Heart-wrenching. To the point. Irrefutable.

The Final Verdict

BJP was in power for three years when it comes to women’s reservations. It chose not to do anything. Can implement it tomorrow in 543 seats. But don’t want to. Opposition agreed on offering 50% without delimitation. The BJP rejected it. Because this has never been about women. They have used women to justify demographic domination over south India.

As Akhilesh Yadav said, BJP made an effort to make ‘nari’ into ‘nara’. Women became merely a slogan. April 18th proved that ‘nari shakti’ was a mere strategy, not commitment. 281 million Indian women await their empowerment promised by BJP in 2023 which they don’t want to provide sans South India’s capitulation.
