While addressing his remarks on Ambedkar Jayanti day, which falls on 14 April 2026, the Chief Minister of Tamil Nadu, Mr. M. K. Stalin, issued a “final warning to the PM of India,” which was Mr. Narendra Modi on the issue of the redrawing of boundaries, stressing that any impact of the proposed delimitation scheme on South India will result in nationwide agitation unseen since the opposition to Hindi in the 1960s.
“We will demonstrate our protest powerfully. We will come out to the street for this. I, as the Chief Minister of Tamil Nadu, will mobilize the people and organize a grand movement,” said Stalin in his video message, which has become a slogan among the people of South India.
This is because of the decision taken by the Indian government to summon an extraordinary parliamentary session from April 16 to April 18, 2026, during the elections in Tamil Nadu and West Bengal states. In this session, they wish to pass the delimitation bill that will raise the number of seats in Lok Sabha from 543 to 850. Scroll
The Numbers of Marginalization
- 543 seats frozen since 1971:
- Tamil Nadu: 39 seats
- Total South India: 129 seats (23.7%)
Scenario 1: Re-allocation of seats
- Tamil Nadu: 8 seats lost
- Kerala: 8
- Uttar Pradesh (UP): 11 gained
- Bihar: 10
- South India reduced from 23.7% to 19%
Scenario II: 848 Lok Sabha seats
- UP: 63 additional seats (from 80 to 143)
- Bihar: doubled its representation (from 40 to 79) South reduced from 23.7% to 19%
- South losing in either case not because of failure – but success.
Crime Against Success?
“Does delimitation mean a punishment to states for practicing family planning?” questioned Stalin.
TFR Figures
- Kerala: 1.6, Tamil Nadu: 1.8, Karnataka: 1.7
- Bihar: 3.0, UP: 2.7
Unilateral Aggression by Modi
Stalin claimed Centre acted unilaterally without consulting any party or government. “We do not have clarity on how delimitation will take place. There has been no explanation on amendment to the Constitution.” Convening a special session when state assembly elections are being held to force through delimitation? That’s constitutional hijacking, not democracy.
Telangana CM Revanth Reddy also came onboard and told Modi that pro rata delimitation without considering the contribution to the economy “would amount to severe injustice to progressive states.”
Economic Disenfranchisement of Productive States
South India:
- Contribution to GDP: Around 30%
- Representation in Lok Sabha: 23.7%
- After Delimitation: 19%
South contributes 30% to national economy, receives only 19% representation. Uttar Pradesh and Bihar contribute much less, gaining seats.
The Spirit of 1950s is Back Again
Stalin cited the historic opposition of the DMK: “The spirit of DMK in the 1950s and 1960s will again be witnessed in India.”
This is no mere bluff; it is history. Anti-Hindi agitation in Tamil Nadu in 1965 resulted in 70 casualties, immolation attempts, a general strike that led Prime Minister Lal Bahadur Shastri to promise English would continue to be an official language forevermore.
This movement caused Congress to lose control of Tamil Nadu forever. DMK has either been ruling or the main opposition party since 1967.
Moreover, he went on to state, “If anything happens in Tamil Nadu, then rest assured that India will turn its head around to see what is happening.”
In March 2025, Stalin called a meeting of the Joint Action Committee for Equitable Delimitation in Chennai, which was joined by the chief ministers of Karnataka, Kerala, and Telangana, and pressed for an extension of the moratorium on parliamentary constituencies for another 25 years. NUS ISAS
Permanent Majority Strategy of the BJP
Before moving on, here are a few straightforward facts: delimitation has little to do with equality and everything to do with BJP supremacy. The states of Uttar Pradesh and Bihar are BJP-NDA strongholds increasing their seats at the expense of South India means BJP could lose South India altogether and still rule the Lok Sabha by Hindi heartland strength.
South India is the last bastion of opposition to BJP. TN, Kerala, Karnataka (if not BJP ruled), Telangana, Andhra Pradesh-these are the states that oppose BJP or restrict it from power.
By depriving South India of its counterbalancing strength in the Lok Sabha, delimitation serves one single purpose.
The Home Minister Amit Shah gave “assurance” that southern states would not lose any seats. However, maintaining current seats along with massive expansion in North India’s seats works the same way. News9Live
India-wide Warning from Stalin
Stalin was unambiguous in his warnings: “Don’t assume that, since there is an election period and people’s attention are elsewhere, you will be able to carry out delimitation in Delhi without any fuss. Don’t even think about it.”
“We will stop everything in Tamil Nadu,” said Stalin. “You will experience Tamil Nadu that you haven’t experienced before.”
It’s not only about Tamil Nadu; it’s also about Karnataka, Kerala, Telangana, and Andhra Pradesh. All states that followed family planning policies, developed themselves, regulated their populations, and are being punished for that now.
Modi’s message: Grow economically; lose politics. Govern poorly, receive more Lok Sabha seats.
Stalin’s message: “We issue a warning from Tamil Nadu to you. We don’t care how you interpret it as a threat.”
April 16. Parliament assembled. The South is watching. And, if Modi tries to introduce delimitation in the parliament, all the families from Tamil Nadu, and entire South India, will come to the streets.
The only question now is whether Modi understands what he’s doing. The Print
